does these devices support wifi tethering?

and could you please tell me the technical differences between mt6589m and mt 6582m?

I believe mt6582 is better, but why is it so?
I recently purchased xolo q700s, turns out its a good mobile. Although the flash is dual led, still the intensity of the flash light is less than the original xolo q700. Battery life is kind of good, ie, it lasted from 8am in the morning to 6:15pm in the evening with mostly on standby and always connected to wifi.
The screen is a big turn-down but not a dealbreaker
Lastly i got this device for Rs 9200.

P.s. The front facing camera is better than q700, but not the type which you would want for your precious selfies!
